Executive Orders / States of Emergency

  • Governor DeSantis issued an executive order declaring a state of emergency in 51 counties, including Miami-Dade. Click here for additional updates from the Governor.
  • The Florida Division of Emergency Management (FDEM) has activated the State Emergency Operations Center to Level 1 since Tuesday, September 24, for Hurricane Helene, and will remain at a Level 1 for Hurricane Milton.
  • Miami-Dade County Mayor Daniella Levine-Cava has declared a local state of emergency. The county’s Emergency Operations Center is activated at Level 2.

Waiving Pet Restrictions & Fees

The GMBHA has worked with the Florida Department of Business and Professional Regulation to waive pet restrictions and fees policies at lodging establishments in preparation for Hurricane Milton. Lodging operators are encouraged to who waive pet restrictions/fees and to complete DBPR’s Lodging Pet Fee Waiver Information Sheet. A list of hotels that have relaxed pet policies and fees is available here.

Price Gouging Laws

FL Statute 501.160 states that during a state of emergency, it is unlawful to rent, sell, lease, offer to rent, sell, or lease essential commodities, dwelling units, or self-storage facilities at an unconscionable price. Violators of the price gouging statute are subject to civil penalties of $1,000 per violation and up to a total of $25,000 for multiple violations committed in a single 24-hour period. A price is presumed to be unconscionable if:

  1. There is a gross disparity between the price charged during the state of emergency and the average price during the 30 days before the state of emergency or
  2. The price grossly exceeds the average price the same or similar commodity was available in the trade area during the 30 days before the declaration of the state of emergency, unless the seller can justify the price by showing increases in its costs or market trends.

Business Damage Assessment Survey: This is a survey to help estimate damages from the storms. Report any damages caused from hurricanes Helene or Milton.

Florida Small Business Emergency Bridge Loan: Short-term, zero-interest working capital loans that are intended to “bridge the gap” between the time a disaster impacts a business and when a business has secured longer term recovery funding such as federally or commercially available loans, insurance claims or other resources. Businesses are eligible in any county where a state of emergency was declared.
